National Forest Monitoring Systems: Monitoring and Measurement, Reporting and Verification (M & MRV) in the Context of REDD+ Activities
This document builds on the brief paper presented at the 7th Meeting of the UN-REDD Programme Policy Board, held in Berlin, October 2011 (UN-REDD/PB7/2011/13), which lays out ways to consider the REDD+ monitoring and information provision needs in the broader context of national development and environmental strategies, at the implementation level.

This document provides guidance and a detailed technical manual on identifying, mapping and understanding the spatial relationship between ecosystem carbon stocks, other ecosystem services, biodiversity, land-use and pressures on natural resources. There is a growing belief that the carbon stocks of natural, biodiverse forests are likely to be more resilient to climate change than those of planted, less diverse forests (e.g. Fischer et al. 2006; Bodin and Wiman 2007). Resilience in this context means that forests can resist and or recover from the negative effects of climate change. Resistance and recovery will differ between forests for various reasons. This review examines the role of biodiversity and related factors in carbon stock resilience.
