Jurisdictional Approaches to REDD+ in Africa: Emerging Lessons

Scoping Private Sector Opportunities in Ethiopia: How to Stimulate Both Economic Development and REDD+ Implementation?
Ethiopia is one of the fastest-growing economies in Africa. Agriculture (subsistence and commercial) employs 80% of the population, contributes to 50% of the gross domestic product and provides 60% of export revenues, highlighting the importance of the sector for Ethiopia’s economy. At the same time, the country is experiencing ongoing deforestation, with agriculture being the principal driver of deforestation in Ethiopia. There are 2 national strategies - the climate-resilience green economy (CRGE) and the second-growth transformation plan (GTP2) - to shift the country to a more sustainable development paradigm while growing to middle-income status by 2025. Ethiopia has ample indigenous bamboo resources: the largest area of bamboo in Africa with 1 million hectares with a potential of 3 million hectares. Based on desk research and interviews, this report concludes that investments in bamboo carry the highest potential to restore, protect or recover forests as Ethiopia committed in 2014 to restore 15 million hectares by 2030. In doing so, there may be possibilities to harness the potential of both international development finance institutions as well as domestic financial institutions, given that Ethiopia is at the moment an underbanked country with little domestic or international funding flowing to forest-friendly projects that contribute to REDD+.
Using Spatial Analysis to Support REDD+ Land-Use Planning in Papua New Guinea: Strengthening Benefits for Biodiversity, Ecosystem Services and Livelihoods
Some of the analyses presented here were developed by national technicians in joint working sessions. This contributed to building national capacity in spatial analysis, access to relevant datasets and the use of decision support tools. As more and better data becomes available, the analyses presented here could be updated to provide better support for planning, including at a sub-national scale. We encourage follow-up work to build on the analyses presented here and to capitalize on the enhanced in country capacity for spatial analysis for evidence-based decision-making.

This report analyses whether increased efficiency in forestry operations and forest product processing and utilization are interesting REDD+ policies and measures for the Government of Kenya to pursue, with the potential to attract public and/or private investments to enable REDD+ implementation. In particular, the report focuses on the extent to which efficiency improvements could address supply deficiency in the forest sector, thereby reducing pressures on existing forests and related emissions.

Benefits and Risks Tool (BeRT) v2.1: Workshop Kit. Facilitators’ Guide
The UN-REDD Programme Benefits and Risks Tool (BeRT) supports REDD+ countries to assess the social and environmental benefits and risks associated with candidate Policies and Measures (PAMs) and analyse how existing policies, laws and regulations (PLRs) could ensure that the REDD+ safeguards agreed under the United Nations Framework Convention on Climate Change (UNFCCC) are addressed and respected. This facilitators’ guide supports the application of the BeRT in a workshop setting. Building on version 2.0 of the original Excel-based tool, the guide and accompanying worksheets provide targeted advice for the documentation of possible PAMs, the identification of those PAMs’ associated benefits and risks, and the analysis of PLRs that address the safeguards. The guide is aimed at facilitators of benefits and risks assessment or PLR analysis workshops, and is designed as a reference to help plan and execute such workshops. The guide also provides links to workshop materials. Work undertaken to meet requirements of specific funding mechanisms (e.g. the Forest Carbon Partnership Facility’s Strategic Environmental and Social Assessment (SESA) or experiences from REDD+ pilot projects or forest-related projects and initiatives pre-dating REDD+ may provide useful inputs to this exercise.
Country Approach to Safeguards: Framework for Clarifying the Cancun Safeguards
This document presents a non-prescriptive and indicative list of key issues that countries may wish to consider when clarifying each of the seven broad principles embodied in the Cancun safeguards relevant to the specific country context. The substantive content of this framework comprises an elaboration of the Cancun safeguards from an international legal and normative best practice perspective, drawing primarily on the: (2015) UN-REDD Benefits & Risks Tool (BeRT v2.0), (2014) Meridian paper REDD+ Safeguards: Practical Considerations for Developing a Summary of Information, (2013) ClientEarth Guide to Understanding and Implementing the UNFCCC REDD+ Safeguards, and the (2012) UN-REDD Social and Environmental Principles and Criteria.
REDD+ practitioners may beneit from a common understanding of the content and potential implications of the UNFCCC decisions on REDD+ to improve country implementation of the REDD+ process. This technical resource document is aimed at REDD+ practitioners and has two main objectives:
1. Summarize the REDD+ decisions under the UNFCCC;2. Foster a common understanding of the REDD+ decisions under the UNFCCC.
The document is organized into four main sections:
1. Background Information on REDD+ under the UNFCCC; 2. Important REDD+ concepts; 3. REDD+ information requirements under the UNFCCC; 4. Accessing Results-Based Payments (RBPs) / Results-Based Finance (RBF) for resultsbased actions (RBAs).
Thus, the Ministry of Agriculture of Chile (MINAGRI) of Chile and CONAF have led the formulation process of the National Strategy on Climate Change and Vegetation Resources 2017-2025 (ENCCRV), based on an ample participatory process with national and international stakeholders. ENCCRV is an instrument of public policy in the field of the native vegetation resources of Chile, which orients and integrates the strategic activities and measures to be taken as a country to mitigate and adapt to climate change, as well as to combat desertification, land degradation and drought.

Summaries of Information: How to Demonstrate REDD+ Safeguards are Being Addressed and Respected
Offers guidance to countries moving towards REDD+ implementation on the possible contents of summaries of safeguards information to be submitted to the UNFCCC. The brief responds to, and elaborates on, UNFCCC guidance on summaries of information, drawing on country approaches to safeguards developed since safeguards for REDD+ were adopted by the convention in 2010.
Country Approaches to REDD+ Safeguards: A Global Review of Initial Experiences and Emerging Lessons
Second issue in a new line of technical resource publications on safeguards, this review attempts to capture and synthesize the state-of-the-art knowledge on country approaches to REDD+ safeguards, with the primary aim of facilitating information exchange among REDD+ countries. The findings of this initial global review were informed by a consultative process engaging a number of countries who have made progress with their country approaches to safeguards.
