Governance of the UN-REDD Programme from 2008-2015 was carried out through several mechanisms:

The UN-REDD Programme Policy Board provided overall leadership for the Programme and set its strategic direction. In line with the UN-REDD Programme Strategy, it decided on and monitored how the Programme’s budget was spent. Representatives from UNEP, UNDP, FAO, three donors, nine REDD+ partner countries (three from each region), civil society and indigenous peoples all sat on the Board, while observers were also invited to take part.

The Strategic Group was made of up of a senior-level representative of each cooperating UN agency (FAO, UNDP, UNEP) and provides strategic guidance to the Programme.

The Management Group was made up of a senior management level representative from each cooperating UN agency. It ensured that the goals and objectives of the Programme were met through active, participatory and well-coordinated engagement by the agencies.

The UN-REDD Programme Secretariat, located in Geneva, Switzerland, is made up of different units from the three UN agencies that participate in the UN-REDD Programme. During the 2008-2015 phase of the UN-REDD Programme, its Secretariat supported the Policy Board by organizing meetings, producing reports, monitoring how its decisions were carried out and ensuring that policies and strategies decided by the Policy Board are adhered to.  The Secretariat furthermore acted as a central point of contact for the Programme and liaised with other REDD+ initiatives, as well as existing and potential donors. The Secretariat led the Programme’s strategic planning and the development and management of reporting, monitoring and evaluation frameworks. It was also tasked with raising awareness of and championing the UN-REDD Programme and responding to requests for information from external partners. The Programme’s Communications and Knowledge Management work was furthermore facilitated and coordinated by the Secretariat during this period

UNDP’s Multi-Partner Trust Fund (MPTF) Office served as the Administrative Agent during the Programme's 2008-2015 phase, dealing with the administrative side of relations with donors. The participating UN organizations (FAO, UNDP and UNEP) were accountable during this period for the funds received from the Administrative Agent.

The UN-REDD Programme provides its partner countries with capacity building support on key REDD+ technical issues aligned with the UNFCCC Warsaw Framework for REDD+. This support is designed to enable developing countries to meet UNFCCC REDD+ related requirements to realize results based payments with results based actions for their verified emissions reductions.

Current key technical issues include:

This capacity building support is delivered through technical workshops, South-South knowledge exchanges, capturing and sharing of lessons learned, the REDD+ Academy, webinars, facilitation of communities of practice, sharing of knowledge products, etc. Much of this knowledge is curated through the UN-REDD Programme’s Online Collaborative Workspace – a free and open REDD+ knowledge platform.

National Programmes (NPs) are technical cooperation initiatives provided by the UN-REDD Programme at the national level. They are designed to support developing countries’ efforts to prepare and implement comprehensive national REDD+ strategies and serve countries’ REDD+ readiness needs. Through the NPs, the UN-REDD Programme supports governments to prepare national REDD+ strategies, build monitoring systems, engage with stakeholders and assess multiple benefits. Designed collaboratively by a broad range of stakeholders, NPs give priority to developing sustainable national approaches that promote equitable outcomes and to ensuring that countries use reliable methodologies to assess emission reductions. These countries are informed by the technical expertise of FAO, UNDP and UNEP. NPs are identified and led by the host government, who define the scope of activities and roles of the UN organizations. The Programmes are designed to be flexible enough to harmonize with other REDD+ initiatives within the country, and make the most of the comparative advantages of the Participating UN Organizations. The NPs should be designed and assessed on 1) the contribution of the UN-REDD Programme to the national readiness process; 2) the effective engagement of UN agencies at a country level; and 3) the countries’ REDD+ potential.

The NP Cycle has three distinct stages and helps define the NP process from initial scoping through to closure. These include:

  • Stage 1- Scoping: This stage encompasses all of the activities carried out during the six to twelve-month period between the Policy Board deciding that a country should in principle receive funding for an NP and the Board approving the allocation of funding based on submission of a draft National Programme Document (NPD).

  • Stage 2 - Finalization: All of the activities carried out between Policy Board approving the funding allocation and the release of funds from the Multi-Partner Trust Fund (MPTF) form part of this stage, which lasts approximately six-months. An important milestone here is the signing of the NPD.

  • Stage 3 - Implementation: This stage covers all the activities carried out during the three months leading up to a country’s NP Inception Report submittal being elaborated, followed by approximately two years of further implementation activities. In addition to inception, this stage also includes a closing ‘sub-stage’.

The handbook offers guidance on the full range of stages from Programme identification and formulation - including Programme launching (also known as 'inception') - to implementation and evaluation.

    The Support to National REDD+ Action: Global Programme Framework 2011-2015 (SNA) works with the UN-REDD Programme’s partner countries and others to develop common approaches, data and analyses to support them on the way to REDD+ readiness.

    The SNA was endorsed by the UN-REDD Programme Policy Board in August 2011 and, together with National Programmes, aims to achieve the objectives set out in the UN-REDD Programme Strategy 2011-2015.

    As laid out in its current Strategy, the UN-REDD Programme has six work areas for 2011-2015: MRV and monitoring; national REDD+ governance; engagement of indigenous peoples, local communities and other relevant stakeholders; ensuring multiple benefits of forests and REDD+; transparent, equitable and accountable management of REDD+ payments; and REDD+ as a catalyst for transformations towards a green economy.

    In order to support partner countries in each of these work areas, three categories of SNA assistance are available: international support functions, country specific support and a Secretariat.

    International support is used to cluster the development of guidelines, methodologies and tools that are designed to facilitate the implementation of UNFCCC decisions and guidelines in a way that is country-driven. The management and sharing of knowledge and South-South cooperation can also be supported with these funds.

    Backstopping and country-specific – or Targeted Support – complement a country’s National Programme. They aim to ensure that a beneficial cycle of technical support, lessons learned from implementation and the generation of knowledge is kept going.

    Finally, an interagency Secretariat exists to ensure that the Programme is delivered efficiently and effectively and to liaise with the Programme’s stakeholders.

     

    SNA results framework

    The SNA is delivered within the scope of eight outcomes linked to the Programme’s six work areas, as well as two further areas of focus: Knowledge Management and the Secretariat. Each outcome (where changes in institutional performance are measured) is broken down into outputs (new products or services for achieving an outcome). Together, these make up the UN-REDD Programme’s SNA Monitoring Framework 2013-2015 (ENG, SPA FRE), against which the Programme’s results and progress are monitored and reported.     The UN-REDD Programme’s SNA support mechanism has so far achieved some important results, including assisting countries to carry out actions that are necessary for moving towards the results-based phase of REDD+. For example, the Programme has provided a summary of country experiences in establishing national forest monitoring systems (NFMS) and reference levels, which has helped country-level NFMS to be established.

    Also, the development of free, prior and informed (FPIC) guidelines by the SNA support mechanismhas assisted countries to progress participatory governance and full and effective stakeholder engagement. SNA support has also enabled safeguards and safeguards information systems to be implemented by countries, as well as all aspects related to a sustainable REDD+ strategy – such as mapping REDD+ multiple benefits and related decision-making tools, addressing drivers of deforestation, promoting private sector engagement and economic assessments of REDD+ scenarios.

    Country-specific support

    Country-specific support is provided in response to specific country needs and has become more pertinent as countries move closer towards REDD+ implementation. Backstopping for National Programmes and Targeted Support have become fundamental tools for helping national REDD+ efforts progress – not only those in collaboration with the UN-REDD Programme but also with other initiatives. After clear procedures for countries to access Targeted Support were issued in, the number of requests for Targeted Support have increased. This has created an enabling environment for receiving further support (see box below). Backstopping has also become more pertinent as funding for National Programmes increases and more countries become eligible. Since 2014, the Programme’s SNA support mechanism has also provided funding for countries to carry out Country Needs Assessments, which ensure that the scope and design of support is in line with country priorities.

    Support to National REDD+ Actions (SNA) Global Programme
    How can a country request UN-REDD Programme Targeted Support?

    All partner countries of the UN-REDD Programme –including those that receive support through the Programme’s National Programmes support mechanism –are eligible to receive Targeted Support, subject to fund availability and the programming priorities included in the work areas of the Programme. Detailed instructions and procedures for requesting Targeted Support can be found in the Procedures for Accessing UN-REDD Programme Targeted Support document adopted in March 2012 at the Programme’s Eighth Policy Board meeting. It is recommended that Targeted Support requests be submitted using the Voluntary Form format.

    Requests are sent to the Secretariat of the UN-REDD Programme through a country’s National REDD+ Focal Point. The Regional UN-REDD Programme Focal Points of the three participating UN agencies (FAO, UNDP and UNEP) are available to provide any necessary support and advice in preparing the proposal and it is highly recommended that the country consults them in this regard.

    What is the procedure for receiving backstopping support?

    Backstopping is technical support provided by technical UN-REDD Programme personnel who are based in regional hubs and the headquarters of the participating UN agencies.

    What are the procedures and possibilities to request support for country needs assessments?

    Support for country needs assessments (CNA) is provided based on availability and approval by the Programme’s Policy Board. The Programme invites its partner countries to submit CAN in accordance with specific criteria. The first round of country and regional needs assessment was announced in April 2014 with a deadline to submit proposals by 25 July 2014.

    Is it mandatory to be a UN-REDD Partner Country to request Targeted Support and/or country needs assessment support?

    Yes. As a general rule, only UN-REDD Programme partner countries are eligible to access UN-REDD Programme funding or support mechanisms such as National Programmes, Targeted Support, backstopping and country needs assessments.

    What is SNA?

    SNA stands for the Support to National REDD+ Action: Global Programme Framework 2011-2015 (SNA) and is one of the two main funding andsupport mechanisms, of the UN-REDD Programme. The SNA was officially introduced in 2011, consolidating different work areas and budget streams under one framework. It replaces what was known as the Global Programme.

    What proportion of the SNA budget is provided to countries?

    The SNA budget depends on annual budget allocations and work plans. Please refer to the UN-REDD Programme’s Annual Reports and Semi-Annual Progress Updates published on the website, which includes financial status of the Programme. Please also refer to the MPTF Office GATEWAY, which provides real-time data on commitments and deposits, approved programme budgets, transfers to and expenditures reported by participating Organizations, interest income and other expenses. The Gateway provides also helps with fund monitoring and reporting in relation to the UN system and its MPTF partners.

    How does inter-agency collaboration work across different work areas?

    The UN-REDD Programme builds on the convening role and technical expertise of the FAO, UNDP and UNEP in a collaborative way. This helps to make the most of existing institutional infrastructure, provide integrated technical support and to channel funds to countries in the most effective way. This collaborative delivery is based on the principles that each UN Organization will:

    • build on its comparative strengths;
    • facilitate partnerships, drawing on expertise from a range of national and international organizations acting as executing agencies to ensure well-coordinated and timely action;
    • actively contribute to coordination and mainstreaming in-country, while avoiding duplication of effort with other REDD initiatives.

    TheProgramme’s collaborating UN agencies are responsible for carrying out UN-REDD Programme activities, and these are carried out by each agency in accordance with its applicable regulations, rules, directives and procedures.

    The SNA provides support through five technical work areas on REDD+ readiness: MRV and Monitoring, Governance and National REDD+ Strategy, Stakeholder Engagement, Safeguards and Multiple Benefits, and Private Sector and Green Economy. The three UN Organizations, individually or collectively the take lead one or more of these work areas, based on their area of technical expertise and comparative advantage. For instance, the FAO is the lead agency for MRV and Monitoring, UNDP is for Governance and National REDD+ Strategy and Stakeholder Engagement, UNEP is the lead agency for Private Sector and Green Economy, with the other organizations implementing parts in collaboration with the lead agency. All three organizations collaboratively work on Safeguards and Multiple Benefits, with no specific lead agency. Support across work areas, however, is delivered through a “One UN” approach - i.e. the three UN agencies deliver support at the country level in a collaborative and coordinated manner.

    Where can I find the reporting against the expected results of the SNA?

    The UN-REDD Programme regularly monitors progress against the SNA Monitoring Framework and reports on a semi-annual and annual basis. Please refer to our reports and updates along with the associated annexes on the SNA delivery.

    The UN-REDD Programme provides financial, technical and knowledge assistance to its partner countries, supporting them to develop and implement national REDD+ strategies towards realizing results-based payments for results-based actions.     The UN-REDD Programme’s National Programme provides support to partner countries in the development and implementation of national REDD+ strategies.

    The UN-REDD Programme’s Support to National REDD+ Action: Global Programme Framework 2011-2015 (SNA) provides complementary support to partner countries through common approaches, analyses, methodologies, tools, data and best practices. This assistance comes in two forms:

    Targeted Support: This is specific technical advice and other capacity strengthening support that a country may request on a critical REDD+ readiness aspect it has identified, which is not covered through other multilateral or bilateral initiatives or by its National Programme, and where the UN-REDD Programme has comparative advantage to provide such support.

    Knowledge management is understood within the UN-REDD Programme to be a systematic approach for enabling knowledge to flow effectively and efficiently so as to achieve agreed objectives. It is a set of technological and non-technological tools, processes and methods that help people to efficiently create, capture, share, adapt and use knowledge to achieve their goals. Knowledge management aims to help capture, dissemination and sharing of existing knowledge but also the creation, dissemination and sharing of new knowledge – and is, hence, linked closely with innovation and communications.

    It has been recognized that the knowledge needs of REDD+ developing countries are shifting. This is due to technical REDD+ knowledge becoming more advanced, the experiential knowledge of countries that have progressed on REDD+ having increased, and the defining of UNFCCC REDD+ requirements.

    Without access to relevant knowledge, a real risk exists that countries will not be able to meet these UNFCCC requirements to realize results-based actions or results-based payments, or use REDD+ to catalyze sustainable development.

    In response, the UN-REDD Programme is strengthening the delivery of knowledge management support for 2016-2020 to partner countries, to assist them in accessing knowledge for REDD+ readiness and implementation and providing well-documented, evidence-based knowledge on REDD+. This includes capturing and disseminating best practices on REDD+ readiness and implementation. The UN-REDD Programme also provides cost-effective, technical advisory services, supported by an open and easily accessible knowledge management platform and expanded South-South knowledge sharing arrangements. This supports countries to progressively improve their actions and capacity on REDD+ preparedness and implementation. The Programme has also developed the REDD+ Academy, a curriculum-based REDD+ learning resource.

    The main knowledge management platform of the UN-REDD Programme is its Collaborative Online Workspace. This platform provides both UN-REDD Programme partner countries and the larger REDD+ community of practitioners with access to the latest REDD+ technical information and tools, and also supports users to connect and dialogue with each other to encourage the exchange of REDD+ knowledge and experiences.

      The UN-REDD Programme uses a variety of Communication tools to share valuable REDD+ related information. This includes the regular production of publications including technical or policy briefs, lessons learned, annual reports, etc. The Programme also produces informative videos on national and global REDD+ issues and is active across leading social media platforms such as TwitterFacebook and LinkedIn, where stakeholders can access a wealth of breaking news and information. The Programme’s blog also provides space for REDD+ experts to share their individual perspectives.

      All of these Communication tools offer stakeholders varying levels of information and technical guidance on REDD+, meeting their diverse needs.

      The main Communication platform of the Programme is its website: www.un-redd.org. This public site offers audiences an introduction to the Programme and its support mechanisms, as well as information about its partners and donors, key work areas, and aspects of the Programme’s work. REDD+ practitioners can access technical information on the UN-REDD Programme Online Collaborative Workspace.

      Media relations are also provided by the Programme’s Communication function, including tools and resources for media covering REDD+ issues.

      The UN-REDD Programme also produces a bi-monthly newsletter, The REDD+ Resource, which features the latest REDD+ news, UN-REDD Programme announcements, partner country experiences, access to the latest publications, etc.

        The 2016-2020 phase of the UN-REDD Programme builds upon the practical experiences acquired by the Programme through its 2008-2015 phase. It takes stock of the lessons learned and recommendations emerging from internal reviews, as well as comprehensive external and independent audits and evaluations, including feedback collected from a wide range of stakeholders at the national and global level. 

        The UN-REDD Programme's 2016-2020 governance arrangements provide for more efficient decision-making, including contributions earmarked for specific countries or outcomes. The change in approach is guided by the principles of national ownership, inclusiveness, transparency, accountability, participation and consensus. The Programme's governance arrangements allow for the full and effective participation of all key UN-REDD Programme stakeholders (e.g. partner countries, donors, indigenous peoples, civil society organizations, participating UN agencies) while ensuring streamlined decision-making processes and clear lines of accountability.

        The governance arrangements are built on and informed by five principles: inclusiveness, transparency, accountability, consensus-based decisions and participation. 

        UN-REDD Programme 2016-2020 governance arrangements include:

         

        Executive Board

        The UN-REDD Programme Executive Board  has general oversight for the Programme, taking decisions on the allocation of the UN-REDD Programme fund resources. It meets bi-annually, or more frequently as required to efficiently carry out its roles and responsibilities. Learn more.

        Assembly

        The UN-REDD Programme Assembly is a broad multi-stakeholder forum with the role to foster consultation, dialogue and knowledge exchange among UN-REDD Programme stakeholders. Learn more.

        National Steering Committees 

        In line with the Programme's principles of strong country ownership and shared/common decision-making, country programme oversight will be undertaken in each country by a National Steering Committee (NSC) established following approval of fund allocation. NSCs will apply the standards of the UN-REDD Programme and include representatives of civil society organizations and indigenous peoples, as decision-makers of these bodies. Each NSCs will serve as a platform for overseeing progress, addressing any delays, changes or reorientation of a country programme and ensuring alignment with and delivery of results as expected and approved by the Executive Board. These will apply to all levels of support to a country, regardless of the size of support provided. In effect, the NSC carries the responsibility for ensuring successful implementation at the country level. The UN-REDD Programme teams of participating agencies will provide quality assurance, oversight and take part in the NSC, ensuring that its decisions are consistent with the UN-REDD Programme approach in substance and process.

        In 1992, countries adopted the United Nations Framework Convention on Climate Change (UNFCCC) as a response to the problem of global warming. Five years later, they adopted the Kyoto Protocol, which strengthens the Convention by setting legally binding emission reduction requirements for 37 industrialized countries. The ultimate objective of both treaties is to stabilize greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous human interference with the climate system.

        The UNFCCC agenda item on “Reducing emissions from deforestation in developing countries and approaches to stimulate action” was first introduced into the Conference of the Parties (COP) agenda at its eleventh session in Montreal (December 2005). This received wide support from Parties and there was general agreement on the importance of the issue in the context of climate change mitigation, particularly in light of the large contribution of emissions from deforestation in developing countries to global greenhouse gas emissions. The COP established a contact group on this item which drafted conclusions on initiating a process to address the issue of reducing emissions from deforestation. The COP has adopted a number of decisions on REDD+.

        The UN-REDD Programme supports countries to develop the capacities to meet REDD+ related requirements of the United Nations Framework Convention on Climate Change (UNFCCC) to receive results-based payments for results-based actions.

        This support is focused on meeting the requirements of the “Warsaw Framework for REDD+”, a series of seven decisions adopted by the 19th Conference of the Parties (COP19) that build on previous UNFCCC-COP decisions.

          Together, the UN-REDD Programme Strategic and Management groups make up the Coordination Group included in the UN-REDD Programme Policy Board Terms of Reference.

          The Strategic Group’s (SG) role is to provide clear strategic direction to the UN agencies’ contributions to the UN-REDD Programme (see SG Terms of Reference).

          The SG was established by the three participating UN agencies in 2011 to complement and enhance the role of the UN-REDD Programme Policy Board and to improve the overall performance of the UN-REDD Programme by providing strategic direction to the staff members of the UN agencies who are responsible for managing and implementing the UN-REDD Programme in support of the Partner Countries.

          The membership of the SG includes one executive representative from each UN agency, who has the individual responsibility to represent their respective Head of Agency on all matters related to the UN-REDD Programme and to ensure an adequate and sustained commitment to the UN-REDD Programme by their respective agencies.

          They also serve as a rotating co-chair for Policy Board meetings, provide strategic guidance and oversight to the MG and Secretariat, and strive to position the UN-REDD Programme as a preeminent example of a joint programme under the One UN approach that is being advanced within the UN System at large.

          The current SG members are: Eva Mueller (FAO), Nik Sekhran (UNDP) and Mette Loyche Wilkie (UNEP).

          Our Donors

          The UN-REDD Programme depends entirely on voluntary funds. A number of donors contributed to the Programme during its 2008-2015 phase, with the Government of Norway providing a significant portion of the funds.

          Other donors included the governments of the European Commission, Denmark, Japan, Luxembourg, Spain, and Switzerland.

           

          Become a Donor

          The Programme encourages more donors to contribute, preferably by providing flexible and predictable funds that allow for long-term planning and the full implementation of activities. However, contributions to specific outcomes and/or countries are also welcome.

          The UN-REDD Programme 2016-2020 Strategic Framework, along with Annual Programme Progress Reports, demonstrate the value and quality of the UN-REDD Programme, and serve as a basis for discussion with current and new donors concerning possible partnerships.  

          The UN-REDD Programme operates on the principles of joint programming of the UN Development Group (UNDG) and utilizes the UN Multi-Partner Trust Fund, where funds received from donors are pooled and implementation is the responsibility of the three participating UN organizations, applying the pass-through modality.

          Furthermore, the Programme is guided by the five inter-related principles of the UNDG:

          • Adopting a Human-Rights Based Approach (HRBA) to programming, with particular reference to the UNDG guidelines on Indigenous Peoples’ issues;

          • Promoting gender equality;

          • Enhancing environmental sustainability;

          • Using results-based management; and

          • Undertaking capacity development.

          The UN-REDD Programme is the United Nations Collaborative Programme on Reducing Emissions from Deforestation and forest Degradation (REDD+) in developing countries.             Deforestation and forest degradation account for approximately 11 percent of carbon emissions, more than the entire global transportation sector and second only to the energy sector. It is now clear that in order to constrain the impacts of climate change within limits that society will reasonably be able to tolerate, global average temperatures must be stabilized within two degrees Celsius. This will be practically impossible to achieve without reducing emissions from the forest sector, in addition to other mitigation actions.

            Reducing emissions from deforestation and forest degradation (REDD+) is a mechanism developed by Parties to the United Nations Framework Convention on Climate Change (UNFCCC). It creates a financial value for the carbon stored in forests by offering incentives for developing countries to reduce emissions from forested lands and invest in low-carbon paths to sustainable development. Developing countries would receive results-based payments for results-based actions. REDD+ goes beyond simply deforestation and forest degradation and includes the role of conservation, sustainable management of forests and enhancement of forest carbon stocks.

            What is REDD+
            What is the difference between REDD+ and the UN-REDD Programme?

            REDD+ is a climate change mitigation solution being developed by Parties to the United Nations Framework Convention on Climate Change (UNFCCC), that incentivizes developing countries to keep their forests standing. These developing countries would receive results-based payments for results-based actions to reduce forest carbon emissions. The UN-REDD Programme, and other multilaterals including the Forest Carbon Partnership Facility (FCPF) and Forest Investment Program (FIP), facilitated by the World Bank, support developing countries with financial and technical assistance to build the capacities to design and implement REDD+ strategies.

            What is "REDD+ readiness"?

            REDD+ readiness relates to the efforts a country is undertaking, with the support of multilateral or bilateral support, to build its capacity to be ready for a REDD+ mechanism.

            What are the proposed phases towards REDD+ implementation?

            Phase 1: Developing a REDD+ strategy supported by grants

            Phase 2: Implementing a REDD+ strategy, supported by (a) grants or other financial support for capability building, and enabling policies and measures and (b) payments for emission reductions measured by proxies.

            What is the role of forests in the developing world?

            More than three quarters of the World’s accessible freshwater comes from forested catchments. Water quality declines with decreases in forest condition and cover, and natural hazards such as floods, landslides, and soil erosion have larger impacts (MEA, 2005).

            Forests annually provide over 3.3 billion cubic meters of wood (including 1.8 billion cubic meters of fuelwood and charcoal), as well as numerous non-wood forest products that play a significant role in the economic life of hundreds of millions of people. The combined economic value of ‘‘nonmarket’’ (social and ecological) forest services may exceed the recorded market value of timber, but these values are rarely taken into account in forest management decisions (MEA, 2005).

            The rural poor are particularly dependent on forest resources. As many as 300 million people, most of them very poor, depend substantially on forest ecosystems for their subsistence and survival. The 60 million indigenous people who live in forest areas are especially dependent on forest resources and the health of forest ecosystems (MEA, 2005).

            How will countries reliably assess and "prove" how much carbon is stored in their forests?

            By implementing measuring and monitoring systems compliant with the measuring, reporting and verification (MRV) concept agreed upon by the Conference of the Parties of the United Nations Framework Convention on Climate Change, countries will be able to assess the amount of carbon stored in their forests as well as other benefits from REDD+. The UN-REDD Programme is supporting countries to develop cost-effective, robust and compatible systems for MRV. These systems are designed to use field inventory data combined with satellite data and available technology to produce greenhouse gases inventories and establish reference emission levels. The Programme is liaising with international experts such as NASA, Brazil’s National Institute for Space Research (INPE) and the US Geological Survey to provide partner countries with planning tools and advice to help strengthen their technical and institutional capacity for effective national MRV systems.

            Why is there so much interest in forestry, deforestation and carbon at present? Is it a case of making money versus conserving the planet?

            REDD+ is seen as one of the most cost-effective ways of stabilizing the atmospheric concentration of greenhouse gas emissions to avoid a temperature rise of two degrees Celsius. But standing forests also conserve carbon while supporting the livelihoods of a large number of indigenous peoples and forest-dependent communities as well providing essential ecosystem services such as habitat for biodiversity and provisioning clean water supplies.

            Furthermore, it’s about making the private sector part of the solution by providing the kinds of market signals, mechanisms and incentives to encourage investments that manage and conserve the world’s nature-based resources rather than mining them. So it is about making money and conserving the planet too and if REDD+ can be structured right, the money will be made not just by carbon traders, but also by developing countries and communities for providing the forest-based carbon storage service.

            In addition to receiving carbon offsets through a REDD+ mechanism, what are the other possible benefits that developing countries and local communities can experience from reducing deforestation and protecting forests?

            In addition to their carbon storage role, forests provide many other ecosystem services to society. The nature of these services varies from place to place, and includes water regulation, soil protection, non-timber forest products including food and fibre, climate regulation and biodiversity. As most tropical forests deliver a wide range of these essential services, there are many ways in which REDD+ can provide ecosystem and social benefits to countries and forest communities. The UN-REDD Programme continues to work in this area, examining and understanding the likely multiple benefits and risks associated with REDD+ initiatives before they are implemented.

            Doesn’t REDD+ just give developed countries the excuse not to reduce their own emissions?

            REDD+ is part of the climate change solution but REDD+ alone cannot adequately mitigate or abate climate change. The implementation of REDD+ must co-exist with significant emission reductions in both developed and developing countries if we hope to curb climate change.

              Purpose and guiding principles

              The aim of the REDD+ Academy is to build the knowledge base for REDD+ readiness and implementation, in particular for REDD+ decision-makers from sectors outside of forestry/environment.

              The development of the REDD+ Academy represents a comprehensive response to capacity building needs identified by UN-REDD Programme partner countries. Accordingly, the design of the REDD+ Academy is guided by the following principles:

              • Engage new REDD+ practitioners in key policy and economic sectors relevant for reducing deforestation and forest degradation;
              • Build on existing REDD+ capacity development initiatives;
              • Ensure the delivery of a long-term and sustainable learning experience;
              • Adopt a demand-driven, region-specific approach to training tied to REDD+ implementation;
              • Facilitate South-South cooperation;
              • Focus on the national level: Training of Trainers (ToT) approach used during regional sessions, with the aim to cascade the REDD+ Academy to the national level;
              • Provide a core body of knowledge uniform across all regions (the 12 Learning Journals), while national sessions can be customized to address country-specific priorities. 

              Format and methodology

              • Interactive face-to-face training based on group activities and sharing of country experiences (See Facilitator’s Notes here).

              Internal structure and partners

              The design and delivery of the REDD+ Academy is led by a Steering Committee composed of UN Environment, UNDP and FAO. The work of the Steering Committee is supported by an Advisory Group composed of partners engaged in UN-REDD Programme delivery and REDD+ capacity building including: CIFOR, Climate and Development Knowledge Network, Conservation International, Environmental Defense Fund, European Commission, Global Canopy Program, IUFRO, UNFCCC, UNITAR, UNORCID, World Bank and WWF.

              Funding for the design and initial delivery of the REDD+ Academy has been provided by the Government of Norway. The UN-REDD Programme and the UNEP Environmental Education and Training Unit/DEPI are coordinating the REDD+ Academy process.               The UN-REDD Programme Policy Board was established to provide overall leadership for and strategic direction to the UN-REDD Programme. This is stipulated in Annex 2 of the UN-REDD Programme Framework Document, 20 June 2008. The Policy Board decides on Programme funding allocations, following the parameters set out in the framework document, so as to ensure the overall success of the Programme.               UN-REDD Programme

              The Policy Board acknowledged the consultative process carried out to date on the new governance structure for the 2016-2020 UN-REDD Programme and welcomed a process to finalize this as follows:
              1. A revised information paper with a complete description of the governance structure will be circulated by the Secretariat no later than 15 June 2015, on which Policy Board members and observers will have one month to provide comments;
              2. Comments received will be considered in the governance arrangements underpinning the Memorandum of Understanding between the UN agencies and the Standard Administrative Agreement between donors and the Multi-Partner Trust Fund.
              3. Furthermore, the Policy Board discussed the following features of the governance structure of the UN-REDD Programme:                                                                                               a. One Policy Board, one Executive Board and National Steering Committees will work under the guiding principles of inclusiveness, transparency, accountability, consensus-based decisions, and participation;                                                                                                 b.The current Policy Board constituencies will have the right to be represented at all levels of Programme governance;                                                                                                     c. Members of the different governing bodies should ensure consultation and feedback to their respective constituencies. The UN-REDD Programme should endeavor to support these consultations;                                                                                                                     d. The Executive Board will be composed of at least one representative per constituency. Partner Countries will have one representative per region;                                                       e. National Steering Committees will be established according to country needs and national circumstances following a minimum composition of government, indigenous peoples, civil society organizations and the UN. Donors may be part of the National Steering Committees and other relevant stakeholders may be invited as per agreement at country level;                   f. UN-REDD National Steering Committees may also service other platforms as appropriate and decided at country level in line with UN-REDD requirements;                                           g. The Policy Board will provide overall advice to the Programme; and                                     h. A small and lean Executive Board will take operational decisions, including allocation of funds.

              i. Programme country members will rotate twice per year, with one member from each region prior to each Policy Board meeting;
              ii. For each region, the Programme country member that has served the Policy Board for the longest period at the occasion of rotation will be the one to rotate;
              iii. The tenure of Programme country members lasts 3 Policy Board meetings;
              iv. As of the Eleventh Policy Board meeting, Programme country members resume rotation to allow two new countries per region to take their position at the Twelfth Policy Board meeting;
              v. The UN-REDD Programme Rules of Procedure and Operational Guidance will be amended accordingly.

               

              b. Observers:
              i. Additional sponsorship of observers (up to 2 partner countries per region) to attend Policy Board meetings.

              c. That attention should be paid to trade-offs of the different strategy options during implementation of the R-PP.

              Recalling that, following up on the presentation by the independent consultant on the review of the Policy Board structure, the Policy Board requested the Working Group on the Review of the Policy Board to consider the findings and recommendations of the review and to report back at the end of the meeting with a roadmap for addressing the issues raised in the Policy Board Review report , the Board decided that:

               

              A. Membership and Representation
              In consideration of the need to enhance participation and partnership of key stakeholders in the Policy Board, and in consideration of the desire of all Policy Board Members and stakeholders to expand the potential funding base for the Programme, the UN-REDD Programme Rules of Procedure and Operational Guidance are amended as follows, with regard to the membership of countries and donors on the Board of the UN-REDD Programme:
              a. Three (3) Members of the UN-REDD Programme countries per region, up to a total of nine (9) Programme Country Members. The Programme countries ineach region select the period (at least once per year) and order of rotation. All the Programme Countries members of the Board are full members and no member should be henceforth considered alternate.
              b. Up to nine (9) donors, increased from the current limit of the three (3) largest donors. If and when there are more than nine (9) donors, a rotational system will be applied.
              c. The representation of other constituencies (indigenous peoples, Civil Society Organizations and UN Agencies) on the Policy Board remains as per standing Rules of Procedure and Operational Guidance.

               

              B. Guidance Note to Enhance Preparation and Conduct of Meetings
              The Secretariat prepares an information note on operational aspects to improve preparation and conduct of meetings, including on consultation of the Policy Board in preparation of meetings, informal consultations during meetings and formulation of decisions.

               

              C. Process and Roadmap
              The Policy Board decided that the Policy Board Review Working Group should continue as follows:
              a. The Working Group will work intersessionally between the Tenth Policy Board and the Eleventh Policy Board meetings.
              b. The Working Group composition in the Eighth Policy Board decision is maintained with two (2) representatives per Policy Board constituency, with the exception of increasing the Programme country representatives to three (3) (1 per region).
              c. The Secretariat will facilitate the work of the Working Group and make every effort to make sure that all members of the Working Group are given the chance to participate in the Working Group discussion.
              d. The constituencies will have up to one month to consult upon and confirm their representatives in the Working Group.
              e. The representatives to the Working Group should consult with their constituencies as the work progresses.

              Nomination of focal points to the UN-REDD Programme
              Each UN-REDD Programme country and organization designates one focal point, one alternate focal point and, if desired, an administrative focal point using the UN-REDD Programme Contact Information Form (accessible on http://www.un-redd.org/PolicyBoard/tabid/102628/Default.aspx).
              Procedurally, the Secretariat will send a courtesy reminder twice a year to the designated focal points prompting them to review the current list and to submit a new Contact Information Request Form if any changes have taken place. In addition, designated focal points can also access the form online and make submissions to the Secretariat as and when needed.
              Each focal point acts as the main contact person(s) to the Programme, and will subsequently receive all relevant communications, whereas the alternate focal points and administrative focal points will be copied in such communications. It is then their responsibility to share the information further.
              Attendance at Policy Board Meetings and in Policy Board Working Groups
              Members and alternates can designate a representative to participate in a given Policy Board or a Policy Board Working Group should they be unable to attend in person. In such cases, the member and/or the alternate must provide a written note to the Secretariat.
              Registered participants of each Policy Board meeting would receive the relevant information about the meeting, but all messages with general information on the Programme or for inter-sessional PB decisions will continue to be sent only to the official focal points/PB members, copied to the alternates and administrative focal points.

              Nigeria is encouraged to continue its progress towards the seventh Policy Board meeting. During this time, the UN-REDD Programme agencies are encouraged to explore means of supporting Nigeria, including through the Global Programme.
              The Policy Board will give priority consideration to Nigeria’s submission at its next meeting, following the usual submission and review process.
              In addition, Nigeria was invited to continue finalizing its full National Programme so that implementation may commence as soon as possible, should the funding allocation be approved at the seventh Policy Board meeting.

              The Policy Board decided to establish a process that engages countries and stakeholders in a needs assessment leading to a framework to guide development of country programmes.
              The framework will build on the UN-REDD Programme Strategy for 2011-2015. It will complement the “Support to National REDD+ Action – Framework for Global Programme”. Together, the two frameworks will provide comprehensive guidance for funding and programming, in line with the UN-REDD Programme Strategy.
              The framework for country programmes will identify:
              • Overall requirements for REDD+ phase I and II in the UN-REDD partner countries.
              • Work areas and activities where potential contributions from the UN-REDD Programme at the national level would be effective and complementary.
              After the endorsement of the framework for country programmes, the Board will consider its implications to the international support functions and the revision of the Global Programme Framework Document.
              The framework for country programmes will be prepared through a consultative process, involving UN-REDD Programme partner countries, donors and other members and observers to the UN-REDD Programme Policy Board. To this end, the Board decided that a working group be established to develop the framework. The working group will be facilitated by the Secretariat. The draft framework should be presented at the seventh Policy Board meeting.

              The UN-REDD Programme’s 2011 “Year in Review” report was launched this week at the Programme's Policy Board meeting in Asunción, Paraguay. The 2011 “Year in Review” report provides a comprehensive snapshot of the significant progress and achievements made by the Programme's 14 National Programmes and other partner countries, as well as the international support and outreach provided by the Programme throughout 2011. The report also features high-level testimonials from donors, partner countries and other organizations involved in REDD+, including the United Nations Framework Convention on Climate Change (UNFCCC), the Global Environment Facility (GEF), Brazil’s National Institute for Space Research (INPE) and the Forest Carbon Partnership Facility (FCPF).
